Phillips holds two Minneapolis Cultural Districts, East Lake Street and Franklin Avenue East, along with the American Swedish Institute and Norway House. Its restaurants reflect Somali, Mexican, Colombian and other communities, and Franklin Avenue East has many Indigenous-owned businesses.
